As a young student studying ancient/modern history I recall studying the fall of the Roman (military) Empire. Of course, full of young projections I simply couldn’t understand why obvious solutions were not followed to restore Rome’s might prior to its implosion and subsequent fall as a powerful empire; solutions were obvious to me and confirmed by the Eastern Emperor Constantine, who cleverly implemented something learned from the Jews, and that is that an Empire based on ideology/theology was the most cost efficient and supremely successful form of ruling large numbers of people and huge geographic empires, regardless of initial cultural differences.
